BUDGET 2011 - Open space for SMEs
Far from restricting the economic space of large companies, democratization involves putting all operators on an equal footing. That in order to enable SMEs to invest in new niches.
Minister of Finance wants to promote inclusive growth by stimulating the SME sector through reforms are to support institutions. Thus, it was decided that Enterprise Mauritius now guide its actions on export promotion and development of new markets particularly in Africa and emerging economies.
In the same vein, the Development Bank will be transformed into a development agency financial (Development Finance Agency) to better support SMEs. The DFA does not directly provide loan facilities, except in cases where the financing market is not available especially at the micro-credit start-ups of Rs 5 million and existing qualified customers.
This new agency will also provide guarantees to cover risks and other instruments to encourage commercial banks and financial institutions to lend to SMEs. SMEs operate, according to the minister, within a new institutional framework result of a possible merger of the Small and Medium Enterprises Development Authority (SMEDA), the National Productivity and Competitiveness Council (NPCC), the National Institute for Cooperatives Entrepreneurship (NICE), the National Women Entrepreneurs Council (NWEC) and Enterprise Mauritius (EM).
The new body will be under the supervision of a Unified Business Enterprise Board which will relate to directly to the Minister. It will be financed by a new Business Growth Fund will replace the Saving Jobs and Recovery Fund.
The Economic Restructuring and Competitiveness Program provide guarantees to assist SMEs to raise working capital and have other banking facilities. Economic diplomacy will be used in relying mainly on the circular migration program with France to act as an incubator for SMEs.
the same concern of industry consolidation, the government will seek international assistance to develop a program of 'capacity building' for commercial banks that wish to engage into a new market segment related to SMEs. But also instruments to reduce the indebtedness of small contractors partnerhip revisiting the EMS Fund.
To boost the financial restructuring of heavily indebted companies, the Ministry of Finance is currently working with the Stock Exchange of Mauritius for the establishment of a new component of ERCP in the Development and Enterprise Market (DEM). To encourage this listing, the SEM will be expected to reduce the cost of trading in this segment of the DEM. Also, the agency will provide facilities to stock these companies to issue instruments of debt conversion.
SOEs will be invited to follow suit and those with large financing needs should make 'Corporate Bonds' .

Build A Refillable Canned Air Duster
The house of the future will be green
to save energy . In the near future, the construction must meet certain environmental standards. Foray into green buildings.
The energy because it has a cost and that some of his sources are finite, is a major concern across the world but also in Mauritius. That's why a bill, the Energy Efficiency Bill, should soon be passed by parliament.
It will impose standards in all areas related to energy, industry the car, passing by the house of course. The aim is that in future we produce, we moved, we were using short, we live differently, with the dual aim of not wasting energy and optimize our living environment.
" Many architects are not aware of the standards for building a green home, which consume less energy for lighting and air conditioning. The building of the University of Mauritius is a prime example. There is even a room with no window "says Nalini Heerall- Issur, astronomer and Associate Professor at the University of Mauritius. This science in 2008 won the gold medal at the Innovators Award for the design of a green home.
What these look like green buildings of tomorrow and how coûterontelles? According to Nalini Heerall-Issur, respect for basic principles can already save a lot of energy. The house orientation and window placement, for example, are of paramount importance. " In our project, we have highlighted the natural air conditioning. Everything is in the design and positioning. Windows incorrectly positioned, for example, can lead to overheating of the building, or poor ventilation , "she says.
RETURN ON INVESTMENT
Similarly, the roof does not only function to cover the house.
" Some roof types avoid the concrete heats the building. The green roof, for example, which is planted with greenery, but expensive. The thatched roof or a roof fitted with a double protection are less expensive solutions. It depends what area of the country are built and how it is prepared to invest , "says Nalini still Heerall-Issur.
architect Ross Macbeth is to agree that green building costs more than traditional construction, but he argues that the return on investment is much more real in terms of saving electricity. " A green home is sold and will sell even more expensive but also more easily than conventional homes ," he adds.
standards imposed by the Leed certification (see below) go further. It is not just about saving energy. The green home should also have a management system water (rainwater and sewage) and provide comfort in a tasteful décor, which can go up to the creation of water bodies and fountains within the building.
LESS OF FRIDGES GOURMETS
All of this means of course investment. The owners of the future will, however, resigned to spend more to comply with the standards of green homes.
For policy makers believe that we must at all costs to end badly designed buildings that now cost too much the country.
" The country imports at this time for Rs 20 billion in energy products. Much is used to generate electricity that is wasted due to the design of buildings and houses. We will now building standards, but also standards regarding electrical appliances that will equip these houses , "said Patrick Assirvaden, member of the Social Alliance and ex-chairman of the CEB. Indeed, Mauritius imports and sells mainly household appliances with high power consumption, simply because these devices are less expensive. "Mauritians buy Today their appliances without realizing their power consumption. The electricity consumed by a refrigerator is 40% of the electricity bill. Now, if we choose a refrigerator with low power consumption, can reduce substantially the invoice , "says Patrick Assirvaden.
If the government can bring tax to curb the sale of high drain devices
in favor of cheaper devices, enforce environmental standards for construction will be more diffi - cult. "When a Mauritian obtained a building permit, he starts to build and often do not follow the original plan. There is no monitoring and no one realizes that the building is not built according to plan. So how will we do when it will meet other standards that will cost more to manufacturer? "asks Ross Macbeth.
Hope lies in the fact that fewer and fewer Mauritians know today as buildings and houses have a huge impact on the consumption of energy resources. Affect, more specifically, about 40% of the energy bill of a country.
Thus, some did not await the arrival the Energy Efficiency Bill. Green buildings, such as the MCB at Trianon, are already underway while consultants such as Ecosys in Grand Baie are increasingly sought by developers. Nalini
Heerall-Issur, she honed at this time plans that it will build its energy house in Flic en Flac ..
What type of home to Mauritius?
Every country, every region, every climate sensitivity as each may be, is a suitable type of green home. This explains why the majority of consumers, building professionals, politicians and even environmentalists are still confused the concept of green building. Many concepts overlap and sometimes collide, causing a cacophony of ideas: healthy homes, solar homes, houses natural land (draft of a Mauritian who has lived many years in Australia), log, houses gardens , independent houses, houses Leed, houses
high energy efficiency, not to mention the eco-design houses, bioclimatic building biology, shaped like teepees or geodesic domes, feng shui planning, make local products or integrated to the environment. For only wealthy owners believe in the future of tomorrow's homes have embarked on the adventure.
Leed Certification
ecological houses in Europe, U.S., Australia, receive a LEED (Leadership in Energy and Environmental Design). The LEED program is a third-party certifi cation and an international benchmark for design, construction and operation of high performance green buildings. It provides owners and managers of buildings with the tools they need to have an immediate impact and measurable performance of their buildings. Seeks to control the Leed building performance in four key areas of human health and the environment. This is the ecological landscape, the effective management of water, energy and atmosphere, materials and resources used and indoor environmental quality.
